TOKYO – The 31st Tokyo International Film Festival (TIFF) organizers on Saturday congratulated Kidlat Tahimik, the father of Philippine independent cinema, for being conferred by President Rodrigo Duterte with the National Artist for Film and Broadcast Arts award.
